Control Panel Driven or Pre-built (Turnkeys "Turnthe Key" sites with Control and/or Admin Panels. Again, not really for a beginner, but if you are up to a challenge. Case 1- you get a website that is already built and only requires you change minimal things in the site. This is done with a control panel that requires a bit more than a beginner who is just learning, but not impossible, downside is there is not allot on Technical support unless you pay for the service.

Complete Web Packages- Generally if you are someone who has more money than time, then you would want to hire a website builder. Most webhosts offer and can steer you in the direction of someone who can handle all of your requests. You can either supply that person with your design wishes, and then go back and forth on fine tuning, or you can allow the web builder to put something together for you that you can look at and decide upon.
Either way, you are paying for the "Tech" time and any other bells and whistles to go with the site. I have heard some people say that if they were to do it all over again, they would hire someone, because building a website is a challenge.
